As a potential donor you must follow the following regulations.

The Federal Election Commision does not require a donor to be a resident of Kentucky.

A Donor cannot donate more than $2900 in a election.

You must be a U.S. citizen or lawfully admitted permanent resident. This contribution is made from your own funds, and funds are not being provided to you by another person or entity for the purpose of making this contribution. 

Minors can contribute under the following rules. 

The decision to contribute is made knowingly and voluntarily by the  minor; The funds, goods or services contributed are owned or controlled  by the minor, proceeds from a trust for which he or she is a beneficiary or funds withdrawn by the minor from a financial account opened and  maintained in his or her name; and The contribution is not made using  funds given to the minor as a gift for the purpose of making the contribution, and is not in any way controlled by another individual.

FEC - Who can’t contribute 

The Federal Election Campaign Act prohibits corporations and labor organizations from making contributions in connection with federal elections.  

Federal government contractors are prohibited from making contributions or expenditures in connection with federal elections. 

Foreign nationals are prohibited from making contributions, donations or expenditures, either directly or through any other person, in connection with any election—federal, state or local.

The following groups and individuals are considered "foreign nationals" and are subject to the prohibition:  

Foreign citizens (not including dual citizens of the United States); Immigrants who are not lawfully admitted for permanent residence; Foreign governments; Foreign Political Parties; Foreign corporations; Foreign associations; Foreign partnerships; and any other foreign principal.

The "green card" exception  The Act does not prohibit individuals with permanent resident status from making contributions or donations in connection with federal, state or local elections, as they are not considered foreign nationals.   

Contributions in the name of another  Contributions made by one person in the name of another person are prohibited, and no one may assist someone in making such a contribution.
